It's definitely real. But it is ichthyosis fetalis, a congenital birth defect, not of alien origin. Babies with this condition rarely survive beyond a few weeks, so it is rare to see footage of them.

Most children with that don't make it very long but there is a young man who is about 17 yrs old and was on the Discovery channel who has that.  He has to put some kind of lotion on his skin every day and has a host of medical issues but he is alive.  I think they are prone to dehydrate too.

I really couldn't say if it's true.  But it looks like a real one to me.  It's far more different to the other videos I've seen.

Looking closer, yeah!  I think it's some human birth defect.
Poor baby actually.  Still I think it's one cute baby.  Remember that scarred people are always beautiful.    :-)

In Western society, "freaks from nature" are hidden or killed (most often detected before term). In developing countries, there are still present, feared or revered and even a slight increase in the "defect birth rate" could be a bad omen for humanity.

Al Gore, did you think about this in your movie ???
