I think he meant "Is the spirit world ruled by any governing power and does the soul have to obey that power when in the spirit world?" if not, well we have ourselves a mystery, Mon.

Spirit world is what you hear on t.v. That is way to broad for real life. Because spirit could be classified as anything not physical on this plane.

There is heaven and hell as well as the astral plane and of course this one. These are the most basic ones I think (might be one more i'm forgetting)

As for governing power they all have different power ruling them. Like heaven has god and hell has satan.

Are one of these four what you mean by spirit world? What source are you pulling the name from so that we can get a better idea.

Through transcommunication you know about souls.If you press record button of your cassette recorder in a quite place and you get sounds in it does it mean that the place in haunted.

You can talk to anyone or anything anywhere if you go to the right mediums. (by mediums I mean methods not people who title themselves mediums).... (I have no knowledge or experience that gives validity to the claims of mediums)

There are many mediums (as in methods not people) available to communicate. I would research some, (try a site like monstrous, rather informative and lacking of false truth. I would not try a site like monstrous I would stay with monstrous, any likes are just posers)

Don't jump to a conclusion of a haunted house but don't exclude it from the possibilities though

Also, as far as I can tell your not english but do try to use better grammar in your sentences, or even try to use translate.google.com for translating your sentences before posting...
because if you leave out interpunction and certain words we can't get the real meaning behind your questions...
but you can communicate with the spirits on different ways, don't try technology because older spirits can't use them...
But meditation, trances, dreams and a bunch more of methods can, if practiced enough, be used to communicate with spirits ^^

Dangers can vary depending on the method used for communicating. It is possible to communicate with the spirit of a specific person but it is very tricky & requires a level of skill. As for finding someone, this is also tricky. As previeously mentioned,  there are plenty of people who claim they can speak to spirits but most of them are unreliable at best. If I may be so bold, who are you trying to contact & why?

I picked EVP recordings.  it seems as if some person is speaking but it was not at all clear. Do you get clear EVP recordings
when you record it?

EVP's have varying degrees of clarity. There are a lot of variables that can influence an EVP from this world & the other. If you have had success with the EVP so far, sticking with that method may be best. Make sure any & all electronics including things like microwaves are off/unplugged. Also, sounds from around your house may be picked up so trying for the quietest time of day would be best. Ask a question, give time for a response, ask a question, give time for response, etc. Once you have asked a few questions end the session for the day. I've always thought waiting a while before listening to the responses was a good idea just to let nerves/excitement settle. If you believe you pick something up & can understand some of it, have another person listen so they hear the question as well as what may be the resonse. If you have an idea of what is being said, don't ask the other person if that's what they hear. Let them listen & tell you.

Which instrument I should  use in this? through cassette recorder questions can not be asked only spirits can be listened.

simple handheld recorder works. Speak the question out loud, allow for a response, ask another question. On play back you should hear your questions as well as any responses.
