Title: Vortex what is it?

Can anyone please tell me what a vortex is and how best to describe it? All I now that it is a whriling mass of air or water.

I think they are supposed to be located over certain "power positions" on the planet and have some sort of connections to other points on the planet.  The thought being that the electro-magnetic feild does some funky things in those spots causeing these tornadic type disturbances. 

My best guess anyway.
